Lucie Parrot is an industrial engineer and has owned Martin Parrot for the last 24 years. She has significant expertise in the Value Management where she is involved in facilitation of value studies; she has facilitated more than 300 workshops across Canada and internationally. She is a Certified Value Specialist and a Fellow of SAVE international. She also teaches value engineering at McGill University in Montreal and at Université de la Valeur in Geneva.  Her clients are in different fields such as mining, manufacturing, rail, water and wastewater treatment, bridges, highways, city infrastructures, but also in software as well as process development and optimization studies or organizational development.

Mushtaq Rabbi is an architect, a Registered Professional Planner (RPP), a Certified Value Specialist (CVS®), and a trainer of Value Methodology, accredited by SAVE International, USA. Mushtaq also holds a Professional in Value Management (PVM®) designation from Value For Europe. He is a certified practitioner of Management of Portfolio (MoP™), Managing Successful Programmes (MSP®), PRINCE2® project management method, and Management of Risk (MoR®) by AXELOS Global Best Practice, UK. His professional career spans over 25 years in the public and private sectors. 

Mushtaq holds a Bachelor’s in Architecture from Bangladesh University of Engineering & Technology, and a Master’s in Urban Planning from McGill University, Montreal. He has been a Director of the Board of Value Analysis Canada since 2011 and the immediate past president of this organization.

Tammy Dow, M.Sc.E., P.Eng., CVS is a Project Manager and Certified Value Specialist (CVS) with over 15 years of experience in highway preliminary design, transportation planning, traffic engineering and value engineering for both the private and public sectors. Over the last 8 years, Ms. Dow has served as the Project Manager and Assistant VE Team Leader on numerous Value Engineering and Functional Performance Specification (FPS) Studies. Several of these involved projects with construction value of $100M to $1.6 Billion. Many of these studies have involved the management and coordination of very large multi-disciplinary VE Teams (e.g. 20-40 VE Team members). Several of the VE Studies undertaken by Ms. Dow have also included a parallel cost and schedule risk assessment which she also managed and coordinated. Ms. Dow received her Certified Value Specialist certification from SAVE International in 2011. She is a member of both SAVE International and the Value Analysis Canada (VAC). She has served on the VAC Board of Directors since 2007 and also served as the 2008 VAC Conference Chair. Since 2011, Ms. Dow has been a Professor of VE for Conestoga College's Architecture and Facility Management Program. Ms. Dow received an award in recognition of her exceptional contribution to the advancement of Value Management and support of the VAC at the 2012 VAC conference. Ms. Dow has a National Charrette Institute (NCI) System Training Certificate as well as the NCI Charrette Management and Facilitation Certificate.

SteVE is an experienced VM specialist and facilitator who grew MTO's VE program into the most successful public agency VE program in Canada.  He has applied Value Analysis,  Risk Analysis, and Decision Analysis techniques to infrastructure, strategic planning, policy, and decision support. He has been recognized within government and by Value Societies for his accomplishments in innovation, risk analysis and value management.

Mrs. Martin has been involved with Value management for the last 10 years. She has succeeded in the VMF1 and VMF2 courses and is now preparing to pass the CVS certification. Mrs. Martin has been cofacilitating workshops on different issues, both managerial and technical. She is a business partner at Martin Parrot Inc. and is involved in the studies realized by this group specialized in Value studies around the world.

Amin Sarang, PhD, P.Eng.,PMP, is a seasoned Civil Engineering expert specializing in Value Methodology and Analysis. With a PhD in Civil Engineering and Professional Engineer (PEng) designation from Ontario's Professional Engineers Ontario (PEO), Amin boasts extensive expertise.
He's a dedicated member of Value Analysis Canada (VAC) and a Board Member since 2018, recognized for his contributions. Holding MOD I & II and prestigious VMA certificates from SAVE-International, he's actively pursuing CVS (Certified Value Specialist) certification.

With 20+ years in Civil projects, Amin's global impact includes advancing Value Engineering, training over 2000 professionals, and leading cost-saving Value Engineering workshops. His project management spans diverse mixed-use urban developments.

Amin currently directs Land Service Group (LSG Partners), actively working Ontario's land development. His unwavering commitment to optimization and collaboration defines his industry influence.

Rakesh currently works for Metrolinx, an agency of the Government of Ontario.   Previously, he worked for the Ministry of Transportation, Ontario for over 13 years. Rakesh has served on the Council of Professional Engineers Ontario (PEO), board of Engineers Canada and was appointed to the board of The Federal Bridge Corporation Limited (FBCL), as part of the recent Governor in Council (GIC) appointments made by the Government of Canada. 

Rakesh also served as the membership director of the Greater Michigan Chapter of SAVE International and has been involved in the Value Society SAVE International.

Successfully bid/negotiated contracts of nearly $7Billion CAD. Taking immense pride in my ability to manage and complete large projects on time. Bringing holistic and professional approach to Value Engineering (VE) and Quality Control, leading company-wide VE Services and undertaking VE studies for projects across the Middle East, Asia, and North Africa. My portfolio of projects includes residential (low, mid, and high rise), commercial, retail, religious, healthcare, community, civil, and recreational projects. Also led and facilitated VE workshops for Building, Housing, and Infrastructure codes. Also possess immense P3 experience as a Project Director.
As Design Construction Manager with PCL, I will be the main point of contact on the project during the design and preconstruction stage working alongside with the Construction Managers.

Dr. Yolibeth Mejias de Pernia is a distinguished professional engineer with over 23 years of experience in engineering, infrastructure planning, and project management. She currently serves as the Head of the Investment Planning and Prioritization Section at the Ministry of Transportation Ontario (MTO), where she leads critical initiatives to enhance service delivery and optimize technology infrastructures.
Dr. Mejias de Pernia holds a dual Ph.D. in Civil Engineering, specializing in Geotechnical and Transportation/Artificial Intelligence, from the University of South Florida. Her doctoral research focused on the application of artificial intelligence in engineering.
Throughout her career, Dr. Mejias de Pernia has demonstrated exceptional leadership in managing large-scale projects and integrating diverse stakeholder interests. She has spearheaded the development and delivery of MTO’s 10-year highway rehabilitation and asset management program, overseeing an annual capital budget of nearly $1.5 billion. Her expertise extends to strategic planning, data analysis, and the deployment of technology solutions to drive efficiencies and innovation.
In addition to her practical experience, Dr. Mejias de Pernia has made significant contributions to academia. She served as an adjunct professor at Lakehead University, a professor at Confederation College, research assistant and teaching assistant at the University of South Florida. Dr. Mejias de Pernia's academic journey also includes a role as a Young Educator at George Washington University, where she taught as part of the Center for the Advancement of Hispanics in Science and Engineering Education (CAHSEE) program.
Dr. Mejias de Pernia is a passionate advocate for diversity and inclusion, actively participating in initiatives to support equity in the workplace. She has been recognized with the 2023 OPS RISE Award for Everyday Excellence, highlighting her dedication to fostering a results-driven culture and strong team engagement.
Her professional affiliations include the Professional Engineers of Ontario, the Society of Hispanic Engineers, and the American Society of Civil Engineers. Dr. Mejias de Pernia is also involved in various community and professional committees, contributing her expertise to advance the field of engineering and support the next generation of engineers.
